ORGANIZATIONAL CONTEXT

Disasters are a leading cause of hunger and malnutrition and an impediment to achieving global zero hunger goals. Climate related disasters affect the economic and physical access to food, availability and stability of supplies, and nutrition. Climate change is exacerbating these risks, affecting millions of people's lives. Climate shocks disproportionally affect the most vulnerable people at risk of hunger, especially women and children. Without protection from disasters risks, the most vulnerable people cannot begin to build their resilience and reduce the risks they face in order to become food secure. As a result, helping countries manage the risks and address the impacts of climate disasters and climate change on food insecure people is a central priority for WFP.

About half of WFP’s programmes address the risks of natural disasters and their impacts on food security, reaching approximately 80 million people in 60 countries each year. WFP is a leading innovator in the area of food security and disaster risk reduction and has developed cutting-edge emergency preparedness and early warning systems that have been adopted globally. WFP has also led the application of innovative risk financing tools, such as index insurance, in disaster response and safety nets.

Working with governments, international partners and local communities, WFP also has expertise in developing and delivering large-scale climate resilience innovations. These innovations help communities who are the most food insecure, most at risk and with the least capacity to prepare for, respond to and recover from climate-related disasters so that food security is no longer an elusive goal for them. WFP has also been an active player in international climate and disaster risk reduction forums (including the UNFCCC and Sendai Framework) and has gained recognition for its technical support to governments on issues such as loss and damage, climate change adaptation, disaster risk reduction mechanisms, and the impacts of climate change on food security and nutrition.

JOB PURPOSE

The Chief of the Climate and Disaster Risk Reduction Programmes Unit leads WFP’s policy, programme guidance, technical support and innovations globally in this area. This includes providing both strategic and technical advice to the organization, especially to Country Offices and Regional Bureaux. The incumbent represents WFP, in close collaboration with a number of other units within the organization, in relevant inter-agency and policy processes. The incumbent manages a team of fixed-term staff, consultants, and secondments  as well as a range of specialized projects to further the organization’s ability to address the impact of climate change and disasters on food insecure people and countries.

KEY ACCOUNTABILITIES (not all-inclusive)

Lead overall policy, programme and technical support to WFP climate and disaster risk reduction activities.

• Lead in taking the lessons learned from the pilot innovative climate and disaster risk reduction programs and embed it in the WFP corporate systems.
• Develop a strategy for effective role out of the climate change policy and raise relevant resourcing.
• Develop a strategy on how to develop organizational capacity in climate and disaster risk reduction related programs and lead its implementation
• Lead WFP’s positioning and signifying its role in climate change adaptation with the external partners through active participation in relevant inter-agency, inter-governmental and other processes and forums.
• Manage WFP's portfolio of innovative global climate and disaster risk reduction programs and ensure these are progressively streamlined into WFP’s systems and processes. This includes a range of initiatives focused in three main areas: i. Climate change adaption, analysis and services; ii. Resilience, risk management and insurance; and iii. Fuel, stoves, and carbon credits.
• Clarify strategy and role of Unit in light of WFP’s new climate change and environmental policies, as well as its disaster risk reduction policy, and define needed human and financial resources to achieve targets.
• Identify key areas of collaboration with other WFP units and other organizations, including research institutions.
• Lead WFP's technical and policy support to Country Offices and Regional Bureaux, and through these offices to support national government efforts to reduce the impacts of climate change and disasters on those most vulnerable to food insecurity and malnutrition.
• Lead WFP’s advocacy and communication efforts on climate change and disaster risk reduction.
• Lead resource mobilization efforts for global climate and disaster risk reduction policy and programme initiatives.
• Ensure effective management of financial, human and other resources.
• Lead WFP’s positioning and clarifying its role in climate change in relevant inter-agency, inter-governmental and other processes and forums.

STANDARD MINIMUM QUALIFICATIONS

Specialized professional experience:

• Minumum of 10 years of relevant professional experience
• Extensive experience in climate change and disaster risk reduction policy processes, including the United Nations Framework Convention on Climate Change, the Sendai Framework on Disaster Risk Reduction for Resilience, the Global Framework on Climate Services, and other relevant processes.
• Extensive experience in technical areas including climate change adaptation, early warning, preparedness, risk financing and insurance.
• Preferably extensive experience in field operations supporting international humanitarian and/or development programmes, and across the whole project cycle, including project design, implementation, monitoring and evaluation, and management of personnel, budgets and communication streams.
• A proven track record of partnering with and influencing at the highest levels within and beyond the organization.
• Experience managing a large multicultural team

Education: Advanced  University  degree  in  International  Affairs,  Disaster Risk Management, Climate Change, Economics,  Nutrition/Health, Agriculture,  Environmental  Science,  Social Sciences  or  other  field  relevant  to international development assistance.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language:  Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Background

ACIAC (www.undp-aciac.org) is a leading regional initiative that is implemented by UNDP and specialized in developing capacities and promoting collective action against corruption in the Arab States. During its first phase (2011-2014), ACIAC produced specialized knowledge and supported inclusive policy dialogues towards the implementation of the UN Convention against Corruption (UNCAC), achieving concrete results in more than ten countries. Recognizing that additional efforts are needed, and responding to increasing demand for greater assistance, ACIAC embarked on a new phase (2015-2018), based on the findings of extensive consultations with stakeholders across the region, and drawing on achievements made and lessons learned. ACIAC plans to accelerate and deepen its earlier work on the implementation of the UNCAC and related international and regional standards, while significantly scaling up its work on sector-specific initiatives and multi-stakeholder participation in related efforts, with a view to enabling concrete progress towards enhanced transparency and accountability in the Arab countries. ACIAC is cooperating with the Siemens Integrity Initiative to support key stakeholders in the Arab countries, including businesses, to inform and monitor national anti-corruption reforms, by availing to them specialized training programmes and specific tools that will allow them to (i) reduce corruption risks in the health and customs sectors and (ii) integrate concepts and practices of collective action into programmes of national anticorruption authorities. By doing so, ACIAC would facilitate the generation of actionable knowledge and the transfer of new skills that will help reform drivers in government, business and civil society to foster innovative solutions against corruption in the Arab region. In the course of project implementation, UNDP will make every effort to ensure that appropriate linkages are established with national anti-corruption strategies, whenever possible, with a view to augmenting the potential for sustainability and scalability of targeted results. With regards to its prospective work on key vulnerable sectors, ACIAC developed a conceptual framework for managing corruption risks at the sectoral level, drawing on related international standards, comparative experiences and the findings of earlier research and consultations with international experts and key stakeholders from the region. It has also fostered the establishment of a regional expert group on transparency and accountability in the health sector, and another group on the customs sector. Both groups have shared experiences and expertise and provided inputs on the way forward for implementing the conceptual framework in their respective sectors, including related capacity development needs.

Duties and Responsibilities

Under the supervision of the Chief Technical Advisor and the Regional Project Manager, the senior advisor shall be responsible for undertaking the following tasks: Provide strategic advice on the design and implementation of ACIAC’s activities on the health sector and related activities organized by ACIAC’s partners across the region and beyond; Draft the guide for implementing the conceptual framework on corruption risk management at the sectoral level in the health sector; Elaborate a training module on corruption and its manifestations in the health sector based on the inputs provided by the regional expert group; Elaborate a training module on corruption risk assessment in the health sector based on the inputs provided by the regional expert group. Elaborate a training module on corruption risk mitigation in the health sector based on the inputs provided by the regional expert group. Conduct up to sixty hours of training using the aforementioned modules and other related materials as needed; Undertake country missions including field visits and stakeholder meetings spanning up to thirty working days to determine related needs at the national and local levels; Provide specific action-oriented policy recommendations to national stakeholders and technical assistance to enable the formulation of related action plans and activities; Fine-tune the training modules to maximize their impact and ensure that they have updated content and a user-friendly methodology; Contribute to the fine-tuning of the conceptual framework for corruption risk assessment; Carry out needed research and consultations with other international experts, country policymakers and practitioners and representatives of the World Health Organization and other concerned organizations; Perform directly related tasks as requested. 	UN VOLUNTEER  DESCRIPTION OF ASSIGNMENT Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Organizational Context/Project: A United Nations Development Programme (UNDP) unit has been established to support the institutionalization of the Office of the Minister of State for Women Affairs (OMSWA). The unit will also ensure sustainability of its work by transferring knowledge and capacities to the administration.  In particular, this project will achieve three specific outputs as follows: Output 1: An action plan and three-year implementation strategy for mainstreaming gender equality at national level developed; Output 2: Institutional and technical structural capacities for the OMSWA established; and Output 3: Support to the OMSWA to coordinate and implement quick-win projects provided.  The unit will support the OMSWA and the Lebanese Government through the subsequent phases of preparation, implementation and monitoring of the reform plan and follow-up on specific project development and implementation, based on a team of technical expert. 	Duties and Responsibilities
	Under the direct supervision of the Minister of State for Women Affairs and the overall guidance of the Project Manager, the UN Volunteer will undertake the following tasks: Liaising with UNDP CO on all financial and administrative issues, including procurement, and ensuring compliance with UNDP rules and regulations on financial and administrative procedures.  Assisting in the logistic preparation and implementation of training sessions, workshops, meetings, and other activities pertaining to the project and to the Minister’s office. Establishing and maintaining orderly filing and document retrieval systems. Keeping and maintaining proper personnel files for all project staff (leaves, missions, travel, etc.), processing entitlements (daily subsistence allowance, remuneration), and following up on contracts of project staff (extensions, renewals, etc.) Assisting in the office’s communication, receiving and screening incoming calls and visitors, handling faxing, scanning, photocopying and shipping. Background

In partnership with the Swedish International Development Cooperation Agency (SIDA), the Trade and Sustainable Development Goals (SDGs) project aims to provide a contextualized understanding of the potential contribution of trade to sustainable and inclusive growth in the Arab region by establishing a conceptual and analytical framework and developing a monitoring mechanism that includes pertinent indicators to measure progress and identify challenges with policy implications. In this regard, trade is viewed as an effective instrument of promoting citizens’ well-being while tightening economic linkages among economies to enhance business and employment opportunities. However, trade is becoming ever more challenging in a region that is witnessing increased militarization and where many of the Arab countries have been suffering from political crises and conflicts, or affected by on-going conflicts in neighboring countries since 2011. This difficult situation is further compounded by increasing protectionism in the global market and a deteriorating economic outlook in Europe, one of the main trading partners of the Arab countries. Despite this, in 2015 and 2016, Arab countries made important progress in deepening regional economic integration, such as conclusion of the Beirut Round of negotiations in trade in services, adoption of several measures of trade policy reforms by ECOSOC in the design of Arab Customs Union as well as upgrading performance of the current PAFTA, among others. Amid these difficulties, it is important to initiate an informed discussion taking into consideration continuous efforts and rising challenges in strengthening economic cooperation in the region. With this in mind, the project aims to achieve the following objectives: Objective 1: Enhance analytical understanding and monitoring capacity on the linkages between trade and SDGs in the Arab region context; Objective 2: Facilitate working-level exchange on trade and SDGs that would feed into an evidence-based policy dialogue and debate at the regional level. It is also expected that the project helps to identify major baselines and potential indicators to support monitoring process of realization of SDGs in the region, with trade and trade-related measures. In one side, activities will look into how to mainstream trade for development and modalities of monitoring the progress of implementation of related measures at national and regional level. In another side, activities serve to collect strategic thoughts and suggestions from high-level policy makers, researchers, academicians and practitioners on the next steps to deepen Arab economic integration. Particularly, works by the project helps formulation of directions of mainstreaming trade for Arab countries in achieving the SDGs.

Duties and Responsibilities

The Trade and SDGs in the Arab Region Regional Project is aiming to produce analytical papers on the expected impacts of trade on the achievement of the SDGs. In particular, the project is looking to recruit a Trade Expert to produce a paper on Trade in Agriculture and the SDGs. The overall objective of the work is to research on and examine issues related to trade in agriculture within the SDGs framework in the Arab Region amid recent economic and political developments and current related-trade policies in the region and growing populist skepticism about trade across the globe. Even though abundant literature has been produced on the linkages between trade and agriculture and the consequences of trade liberalization on agriculture, there is a need to revisit the pre-identified linkages by framing them within the framework of the 2030 Global Agenda for Sustainable Development in the Arab region. Within the work plan of the Project, a number of analysis of economic activities with trade dimension, will be carried out in order to achieve substantive and evidence-based understanding of how trade mainstreams inclusive and sustainable development from economic, social and environmental perspectives. This analysis will also support design of public policies and programmes, which support better growth, decent jobs and more integrated Arab market that in turn, helps to alleviate poverty in the region through bringing about opportunities of businesses and income generation (SDG 1). Agriculture has been identified as one of selected areas of analysis due to its importance to national economies of the large majority of Arab countries, particularly in the Mahgreb and Mashreq. By far, agriculture should be within a comprehensive conceptual framework as it relates not only agricultural production but also to trading of agro-products, processed agro-products as well as to the balance between activities aimed to enhance food safety and environmental requirements. Furthermore, agriculture, plays a key role in economic life of local communities that may not benefit much from gains generated by regional integration. As such, throughout his assignment, the expert needs to conduct a quantitative and qualitative analysis to produce an assessment of the direct and indirect impacts of trade in agriculture on the SDGs in the Arab region context. This implies identifying the related SDGs, targets and indicators, indicating whenever needed the goal/target/indicator’s number. For example, within the 2030 Agenda, trade is expected to have an increasingly important role to play in “Ending hunger, achieving food security and improved nutrition and promoting sustainable agriculture” (SDG 2), in particular, target 2.b aims to “correct and prevent trade restrictions and distortions in world agricultural markets including by the parallel elimination of all forms of agricultural export subsidies and all export measures with equivalent effect, in accordance with the mandate of the Doha Development Round”. By increasing returns to farm land and unskilled labor and real net farm incomes, trade will be also indirectly playing a role in alleviating poverty, i.e. SDG 1. With these in minds, the project targets analysis of the potential that trade in agro products and its related sectors can bring to support the Arab region to achieve the SDGs The analysis – produced will serve as the background paper for more detailed discussions within the Trade and SDGs working group. The background paper submitted by the consultant should cover the following: Trade liberalization in agro products within PAFTA and challenges in achieving the SDGs; Trade in agricultural products and alignment of concerned public policies such as industrial, trade and development policies (applicable to processed agricultural products); Contribution of agriculture development and trade-related activities to support development of local communities in function of SDGs; Overview of export-led development model in agriculture in the Arab countries and its linkages to economic diversification. Trade in agriculture and environment; Public policies adopted by Arab countries to promote agriculture and suggestions of its synchronization with economic and trade policies; Trade in agriculture and market access, included documentation of non-tariff barriers. Furthermore, the paper is expected to offer an overview of national development strategies highlighting the Arab countries’ agricultural trade policies including the status of agricultural subsidies, applied tariffs and other trade barriers, and the quality requirements and niche markets under the ‘fair trade’ of raw and processed agricultural products, among others. The paper should also examine how these national development strategies are related to enhancing regional economic integration via strengthening trade and agriculture networks, while taking into consideration the de facto status of bilateral, regional and multilateral trade negotiations in agriculture in the Arab region that is marked by increasing conflict(s) and becoming less stable. The expert should initially carry out a series of discussions/consultations with UNDP staff and map the key documents and focus areas related to the subject of study. Towards the end of the assignment, the expert is expected to submit a 12/15-page a draft policy paper based on (1) the latest five years statistics and trade data in agriculture, (2) the latest updates on national policies by Arab countries in promoting trade in agricultures; (3) brief overview of main regional and global trade negotiations in agriculture, (4) potential linkages of these policies to the SDGs framework, (5) relevant regional and global factors affecting global trade in agriculture and economic integration in the Arab region. The seven topics specified above should also be addressed. Furthermore, the expert is responsible of producing a final version of the paper by incorporating feedback received by the Trade and SDGs Working Group. The final analytical product is expected to provide a clear understanding of status of trade in agriculture with a focus on its impacts on SDGs in the Arab region, which could feed into evidence-based policies and suggestions on the next steps to make trade in agriculture an engine and contributor to Arab economic integration. Required Skills and Experience

Academic Qualifications: Advanced university degree or equivalent in Economics, Development Studies or other relevant fields. Years of experience: At least 10 years of relevant working experience and at least 5 years of professional research experience covering trade and agriculture in the Arab Region; Extensive experience in and knowledge of issues related to economic integration, trade and inclusive growth; Previous experience working for the UN is a plus; Considerable knoledge of the WTO Agreement on Agriculture and other related-trade issues. Language requirements: Language proficiency in both written and oral English is required. Fluency in Arabic is an asset.
