Supervision: The Logistics Associate reports to the Logistics Cluster Coordinator.
Accountabilities: Within delegated authority, the Sr. Logistics Associate representing the Logistics Cluster will be responsible for liaising and facilitating cross-border operations organized by OCHA on behalf of the humanitarian community, inclusive of the following duties:
- Coordinate on the planning and implementation of cross-border operations from Jordan to Syria.
- Liaise with OCHA on scheduling cross-border convoys and facilitate discussions with agencies on relief items prioritization.
- Liaise with the customs authorities at Ramtha or any other approved crossing point through OCHA.
- Liaise with the UN Monitoring Mechanism on all matters relating to the transshipment operation.
- Ensure that SOPs are updated and being adhered to by all parties involved during the transshipment and cross-border operations.
- Liaise on a regular basis with all the in-country stakeholders on any issues affecting the cross-border operations
- Produce monthly transshipment reports to the Logistics Cluster Coordinator in Damascus.
- Liaise with Information Management on dissemination of relevant logistical information with partners.
- Highlight and disseminate through the Logistics Cluster Information Management Officer issues of particular interest on the Logistics Cluster activities in the border area.
- Represent the Logistics Cluster in any meetings / delegations that need logistics cluster inputs.
- When requested, assist WFP Logistics with on-the-ground technical support.
- Where necessary, identify, mobilize resources, implement and report on special logistics operations.
- Ensure that risk analysis/management and emergency logistics preparedness is undertaken if required.
- Monitor the management of risks and report on any actions taken.
- Advise on logistics management and structures and staffing levels.
- Assist in the training of new cluster staff and WFP colleagues ensuring that staff are adequately trained in logistics Cluster systems when required, and supervise staff as required.
- Coordinating and communicating with different agencies to prepare for the various operations and to negotiate with the different sides.
- Work closely with WFP or any other agency who organizes transport for the cross-border operation
- Supervise other logistics assistant colleagues working on the cross-border operation.
- Gather information related to customs regulations and conduct market assessment on transport, storage, and any other import at costs related to the cross-border operation
- Assist in contingency planning and logistics preparedness reviews for the logistics cluster;
- Prepare regular reports as required by Logistics Units and Cluster information management.
- Attend/chair targeted meetings when requested and keep minutes for monthly cluster meetings.
- Perform other related duties as required.

- Organized, standard response in all locations where convoys are organized.
- Effectively working with people of different national and cultural backgrounds.
- Deadlines met for scheduled UN and I/A cross-border convoys.
Minimum qualifications:
Education: University degree and/or secondary school education, preferably supplemented by technical certificate or by course(s) related to the area of work.
Experience: At least five years of progressively responsible work experience, including at least three years in the field of logistics and/or coordination or other related field and at least one year at G6 level or equivalent.
Language: Fluency in both oral and written communication in Arabic and English
Knowledge:
- Experience utilizing computers, including word processing, spreadsheets
- General knowledge of WFP system policies, rules, regulations and procedures.
Desirable skills:
- Knowledge of WFP manuals in the area of logistics.
- Knowledge of negotiating techniques.
- Ability to facilitate meetings/workshops.
