The Office of the United Nations World Food Programme in Lebanon, Syria Corridors is currently seeking a qualified candidate for an Operational Information Management & Performace Reporting Officer SC8 - based in Beirut
ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs), and report to the Regional/Division/Country Director or the designate. Job holders are required to carry out well-defined activities and straight forward analytical work. They are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.
JOB PURPOSE
To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.
KEY ACCOUNTABILITIES
The s/m will act as the focal point for collecting, analysing, and disseminating logistics information, in close coordination with the logistics and information personnel of other UN entities and NGOs involved in the Syria response. They will also work closely with the GIS unit in Amman/Rome and the Reporting Unit in Damascus.
- Gather information on the overall logistics situation in the crisis area, including comprehensive data on logistics procedures and bottlenecks from various logistics staff in humanitarian organisations, the private sector, and national authorities (contact with national authorities to be coordinated through the relevant pre-existing WFP presence in the country in question).
- Liaise with humanitarian organisations and national counterparts to gather information for the production of sitreps/bulletins, ensuring that logistical challenges and concerns relating to humanitarian operations into/within Syria are represented.
- Support all the Logistics Cluster teams operating within the Whole of Syria context in Turkey, Jordan and Syria with information products and reports.
- Produce logistics information products/reports in standard product formats or specific formats as required. Key products to include: Operational Overviews, snapshots, flash news, briefings, border crossing status, and internal updates.
- Consolidate and share key logistics information and procedures, such as Concept of Operations and Standard Operating Procedures (SOPs) ensuring they are regularly revised/updated if required. Inform relevant stakeholders on commodity tracking reporting procedures.
- Provide WFP’s Reports Officer with inputs about WFP’s inter-agency logistics activities: liaise regularly with other Reports Officers in other agencies/NGOs.
- Establish and maintain internal WFP logistics information sharing mechanisms, documentation formats, assessment formats, central file store.
- Share invitations for inter-agency logistics coordination meetings, compile minutes/action points and ensure timely sharing of meetings minutes with all participants.
- Prepare operational overview, briefings and snapshots on the logistics operation for donors, IASC Country Team, Office of Humanitarian Coordinator and other stakeholders as requested.
- Closely liaise with OCHA to follow the whole Humanitarian Response Plan cycle and prepare and submit inputs as and when needed.
- Conduct/attend relevant meetings: represent WFP’s inter-agency logistics activities when required.
- Establish, moderate and maintain inter-agency logistics mailing lists for dissemination of information.
- Standardise and execute a quality control of logistics assessments and activity reports.
- Conduct a survey among humanitarian organisations if required: use the information to draft mid-term/end of mission review of WFP’s inter-agency operation.
- Recognise and assess the sensitivity of information obtained: respect the confidential nature of sources and information where relevant.
- Regularly take pictures of Logistics Cluster activities and draft blog posts.
- Be prepared to travel to Jordan, Turkey and possibly Syria as needed.
- Support in the coordination and organisation of logistics trainings across the Whole of Syria.
- The s/m, in coordination with Global Logistics Cluster Support Cell in Rome, is responsible for managing the content of a Syria page on the Logistics Cluster website.
- Travel to the Whole of Syria operations in Turkey and Jordan when requested.
- Perform other related duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience: Typically one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Knowledge & Skills:
• General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
• Strong written and oral communication skills, including substantive analysis and report writing skills.
• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language: Fluency (level C) in English and Arabic languages.
