Background
The Office of the High Commissioner for Refugees (UNHCR) was established in 1950 by the United Nations General Assembly. The agency is mandated to provide protection, assistance and seek durable solutions for refugees and stateless persons. UNHCR has also been involved under certain circumstances in enhancing protection and providing humanitarian assistance to internally displaced persons.
Egypt is a signatory State to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention Governing Specific Aspects of Refugee Problems in Africa. In accordance with the Memorandum of Understanding of 1954 concluded between UNHCR and the Government of Egypt, all activities pertaining to registration, documentation and refugee status determination are carried out by UNHCR. UNHCR in Egypt has Offices in Greater Cairo (6th October City and Zamalek district) as well as a Field Office in Alexandria.
Duties and Responsibilities
Under the direct supervision of RSD Officer, the national UN Volunteer will undertake the following tasks:
  1. In the capacity of RSD Assistant provides support services to facilitate the Refugee Status Determination (RSD) procedure under UNHCR's Mandate. She or he is part of the RSD team whose main responsibility is to coordinate the preparatory phases of the RSD procedure and to follow up on administrative tasks to ensure that prompt protection responses and assistance is provided to asylum-seekers and refugees. She or he should have good knowledge of the RSD administrative procedures and must be able to work independently on routine tasks while seeking guidance and advice from senior staff where appropriate.
  2. The RSD Assistant is responsible for coordinating and implementing the administrative activities related to the RSD Procedure including in close coordination with other UNHCR sections/units (community services, protection, resettlement and registration), provision of information to asylum seekers and refugees, data handling, scheduling of interviews, opening and management of individual files, preparation of correspondence and other relevant duties.
  3. Through these activities, she or he also monitors and promotes access to the RSD procedure as well as the protection and assistance of asylum-seekers and refugees in a manner adapted to the Applicants with specific needs. Perform other relevant duties as required by the RSD Officer.
Furthermore, UN Volunteers are required to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers.
  •  Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
  • Daily reception monitoring carried out via established reporting system.
  • Weekly and monthly reporting produced on the hotline and inquiries received by the Unit.
  •  Weekly processing of the negative decision letters timely done.
  •  A final statement of achievements towards volunteerism for peace and development during the assignment such as specific quantification of mobilized volunteers, activities, capacities.
Competencies
  •  Minimum 2 years of experience out of which one year with experience in refugee status determination with specific knowledge of country conditions for asylum applications in Egypt.
  •  Knowledge of relevant UNHCR policies and guidelines is desirable.
Required Skills and Experience
  • Completed secondary education required.
  •  Bachelor degree in Law, International Law, Political Science, Social Science, or a related field is an asset.
  •  Minimum 2 years of experience out of which one year with experience in refugee status determination with specific knowledge of country conditions for asylum applications in Egypt.
  •  Knowledge of relevant UNHCR policies and guidelines is desirable.
  • Fluency both in oral and written English and Arabic.
