Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff

We carry out both long-term development work and, more recently emergency humanitarian work.
ROLE PURPOSE:
This position will be responsible for leading SCI’s livelihoods community mobilization and business outreach activities for youth refugees in host communities. The position will also be responsible for create and maintain partnerships with Refugees community and business partners. This position will also liaise with existing refugee response networks. The position holder will participate in Business reach out for both tracks.

SCI strategy for livelihoods interventions focuses on refugees’ access to employment and micro-entrepreneurial activities.  SCI engaged with the private sector in Greater Cairo to provide livelihoods support across two pathways – wage employment and micro enterprise.  SCI livelihoods activities drew on proven packages of intervention through a holistic approach addressing various refugees’ needs to accelerate outcomes for the brief period of implementation for livelihoods support.

KEY AREAS OF ACCOUNTABILITY:
Project Implementation:
  • Develop monthly plans and oversee the implementation of the livelihoods community and business reaching out activities for both tracks (Wage employment and Microbusiness).
  • Participate with other livelihoods team to conduct the labour market assessment.
  • Provide orientation for beneficiaries, partners and stakeholders on the Livelihoods intervention
  • Responsible with his team to document all related livelihoods interventions and specially beneficiaries’ registrations and follow up.
  • Responsible with his team for providing the administrative and financial assistance needed the livelihoods team.
  • Responsible for the effective logistical assistance to assure proper implementation of the livelihoods stages from (Livelihoods training, apprenticeship, seed fund and purchasing, etc)
  • Participate in developing the livelihoods model and the whole livelihoods operations
  • Ensure that project activities are implemented in line with SCI’s policies and procedures, and adhering to donor requirements and guidelines;
  • Make regular field visits to support creation and strengthening of community-based structures and mechanisms needed for local integration of refugees and migrants within the local community.
  • Ensure Child Safeguarding standards are understood and met in liaison with the Child Safeguarding focal point.
Reporting and documentation
  • Compile concise quantitative and qualitative reports, etc. on a monthly, and quarterly basis;
  • Highlight general livelihoods issues present in community to the project manager to take the prober action.
Budgeting
  • Ensure the timely and efficient spending of the project funds according to approved plans and keep up-to-date records of project expenses.
  • Ensure that projects follow donor and Save the Children’s budget utilization guidelines
Partnerships/Networks
  • Plan and implement the partnerships with both community and business entities that could support and develop the livelihoods operations.
  • Engage civil society partners in collaborations and networks to ensure the most vulnerable targeted beneficiaries.
  • Setup that referral system for the project livelihoods component and ensure that it is maintained.
  • Responsible for engaging existing partners in strategy planning and building their capacity for innovation.

EXPERIENCE AND SKILLS:
Essential
  • Bachelor’s degree in development related fields;
  • Minimum of 5-7 years of experience in development/humanitarian aid.
  • Strong Organizational and administrative skills.
  • Highly developed interpersonal and communication skills including influencing and negotiation;
  • Comfortable with high levels of ambiguity and able to take decisions independently in fluid context;
  • Fluency in English and Arabic (spoken and written) is required;
  • Experience with refugee/marginalized communities desired;
  • Commitment to SCI’s values and Child Safeguarding policy.
Desirable
  • Previous experience in livelihoods projects for youth
  • Familiar with African refugee context in Egypt and associated political/cultural sensitivities
