Background
League of Arab States (LAS), European Union (EU), and United Nations Development Programme (UNDP) has recently agreed on a second phase of a regional project on "Strengthening Early Warning and Crisis Response Capacities of the League of Arab States".  The project builds on the 2009 and 2015 Memorandums of Understanding (MoU) between the EU and the LAS and 2012 MoU between UNDP and LAS.
The project aims to fulfil the following objectives:
  • Enhance the LAS Secretariat's technical and institutional crisis management capacity for the response to crisis, conflict and post-conflict situations, and extend existing capabilities to other LAS Departments and Member States.
  • Contribute to the development of an Arab Cooperation Framework in the field of early warning and crisis response and support the building of crisis response capacities in national crisis response entities of LAS Member States.
  • Deepen the policy dialogue and increase policy coordination between the LAS, the EU and possibly other regional and international organizations in the field of crisis response.
This assignment pertains to the second phase of the project that would aim to consolidate, deepen and further institutionalize the early warning and crisis management capacities established within LAS and Member States.
Within this context, League of Arab States and UNDP-Regional Bureau for Arab States are seeking to hire a Unit Assistant. The Unit Assistant will be responsible to support the different Units under the Crisis Management Department (CMD) at League of Arab States in line with the regional project and its associated outputs in accordance with agreed timelines, standards and budget. The Assistant will work under the supervision of the Project Officer or Head of the CMD. He/she will be part of the CMD to support its various Units at the League of Arab States.
Duties and Responsibilities
Under the direct supervision of the Project Officer or Head of CMD, the Unit Assistant will provide the following support to the CMD Secretariat and LAS member states through the envisaged task forces:
  • Following up on administrative procedures on both UNDP and LAS side, assisting in all administrative aspects of the unit and the project.
  • Schedule workshops and meetings and arrange their logistics with the Consolidate Management Support Unit at UNDP.
  • Supporting the Project Officer and CMD for the financial issues and in the preparation of the annual budgets for the project and unit.
  • Communication with external parties and the drafting of official correspondences, follow-up on correspondence with relevant stakeholders, partners, the Project Board, UNDP and EU, etc.
  • Drafting minutes of meetings
  • Draft and type minutes of meetings and correspondence in English and/or Arabic
  • Assist the CMD in maintaining continuous liaison with UNDP
  • Maintain up-to-date soft and hard filing systems.
  • Undertake secretarial duties such as maintaining contact information (tel., fax, e-mail) of all project stakeholders including work teams.
  • Support the CMD in organizing the Project Board (calling for meetings, distributing an agenda, write the minutes of meetings, circulate the decisions, etc.).

Required Skills and Experience
Education:
Secondary Degree.
Experience:
  • Minimum 2 years of professional work experience in project planning and coordination with similar administrative functions;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PPT, etc.) and Internet;
  • Knowledge of the UN System Structure, including established programme and administrative and financial procedures is an asset;
  • Knowledge of LAS and its work systems will be an advantage;
  • Proven ability to work with a variety of people including government officials;
  • international and national NGOs, local stakeholders, experts and consultants;
  • Good organizational and planning skills and a proven ability to adhere to deadlines.
Language Requirements:
Fluency in English and Arabic (written and oral).
