A Consultancy For Preparing A Detailed Baseline Needs Assessment

TERMS OF REFERENCE:
A CONSULTANCY FOR PREPARING A DETAILED BASE LINE NEEDS ASSESSMENT
Country: Arab Republic of Egypt
 Project Title: Egyptian Italian Environmental Cooperation Project (EIECP3)
Post Title: a consultancy for preparing a detailed base line needs assessment
 Duty Station: Wadi El Gemal National Park (Red Sea), Siwa and White Desert Protected Areas (Western Desert) and Wadi El Rayan and Qaroun Protected Areas (Fayoum)
Duration: 6 months (the number of working days is estimated: fess will be paid on the actual working days and reports delivered). The consultancy could be extended for further tasks to be implemented.
Expected Starting Date: October 2016

Responsibilities
In close coordination and collaboration with the Project Manager and the Protected Areas’ staff within the project intervention areas, the CBNRM consultant will lead a professional team to undertake the following tasks:  Revising the management plans of the targeted protected areas (where applicable) in
· order to identify to what extent the concept of CBNRM is integrated in those management plans;  Define how appropriate CBNRM scheme can be integrated in each protected areas;
·  Conduct surveys to collect data and relevant reports within the Protected Areas and
· central/local official agencies particularly CAPMAS and IDSC to identify the status quo in terms of populations/tribes statistics, locations, jobs and other source of income, available economic opportunities, NGOs and its activities, natural resources and its benefits to the local communities, current cooperation between local communities and PAs and/or other entities within the local settings;  Identify existing resource users in each intervention area with particular attention to
· women;  Identify appropriate levels of Local communities’ NGOs who tackles environmental issues
· and contribute to conservation of natural resources;  Establish a CBNRM task force to contribute to the implementation of the CBNRM scheme;
·  Design and execute a survey based on a random sample and a formal interviews to enable
· assessment of development needs, as well as income and assets of the local community. The survey has also to collect knowledge, attitude and practice of the local communities regarding the PAs;  Building upon the outcomes of the above mentioned data gathering processes (i.e.
· secondary data and interviews), design, arrange and conduct focus groups to further deepen the understanding of the attitude of local communities regarding the PAs around which the project has defined its IAs.  All surveys, interviews and focus groups should cover a represented sample of the
· concerned populations at least 20% of the communities in each intervention area;  Based on the results of the three Actions defined above, prepare a set of structured
· qualitative models of the social, economic, institutional and ecological systems spanning over each of the selected IAs, and identify key variables (indexes and indicators) for the quantitative assessment of the behaviour of the said systems.  Conduct statistical analyses to define the key control variables for each of the Pas
· systems, and compare the results of such statistical analyses against the results of the secondary data gathering, the questionnaires/interviews, survey and the focus group meetings. This with the view of identifying possible gaps between the information and data available and those needed for the planning and management of the sustainable development contexts of the project IAs.  Based on the outcomes of all the above described actions, identify entry points through
· which each of the selected PAs will be at the centre of sustaining the livelihoods of the locals.

Qualifications:  
Postgraduate university degree in social sciences, sustainable development or
· environmental sciences related to the specific field of expertise required for the consultancy or with proven extensive work experience in this field;  Track record the specific field of expertise required for the study for at least 15 years;
·  Working experience, preferably in the project intervention areas;
·  Professional record should include experiences in:
· o Design, management and technical coordination of complex multi-stakeholders projects and programs; o Strategic analysis, policy making, planning and programming for sustainable development; o Mainstreaming of environment considerations into local development plans.

Deliverables
1. Monthly field visits report (including all used materials: collected secondary data, recordings with stakeholders, surveys, questionnaires, factsheets… etc.,);
2. End of the second month of the consultant, should submit a report that identifies how appropriate CBNRM scheme to be integrated in each protected area and which PA/s is more appropriate for this scheme;
3. On the third month, Submit a list of indented key variables (indexes and indicators) for the quantitative assessment of the behaviour of the said systems.
4. End of third month of the consultant should submit a detailed progress report;
5. Final detailed report for the whole mission including recommendations for best practice of CBNRM within the selected PAs and which PA/s are most recommended for CBNRM scheme and detailed justifications for this/ these choice/s.

Team building and communication skills are required. The candidate must be able to deal with central agencies, local administrations, Private sector, representatives of the donor community, and investors. S/He should have an excellent command of the English language (both written and oral communication)
