The Office of
the High Commissioner for Refugees (UNHCR) was established in 1950 by the
United Nations General Assembly. The agency is mandated to provide
protection, assistance and seek durable solutions for refugees and
stateless persons. UNHCR has also been involved under certain
circumstances in enhancing protection and providing humanitarian
assistance to internally displaced persons.
Egypt is a signatory State to the 1951 Convention relating to the Status
of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention
Governing Specific Aspects of Refugee Problems in Africa. In accordance
with the Memorandum of Understanding of 1954 concluded between UNHCR and
the Government of Egypt, all activities pertaining to registration,
documentation and refugee status determination are carried out by UNHCR.
UNHCR in Egypt has Offices in Greater Cairo (6th October City and Zamalek
district) as well as a Field Office in Alexandria.

Duties and
Responsibilities
|
|
Under the
direct supervision of the Assistant Education Officer (Head of Education
Unit) and overall super-vision of the Senior Protection Officer, the
national UN Volunteer will undertake the following tasks:
- Monitor and
support all existing education programs including implementing
partner and community-based schools as well as informal classes.
- Act as first point of
contact for refugee families wishing to enrol their children in
schools.
- Provide regular
reports on educational activities, achievements and challenges.
- Support the
Assistant Education Officer in managing the Education Working Group.
- Conduct visits
to community schools, carry out assessments and write
recommendations.
- Perform other relevant
duties or tasks assigned by the head of unit or the Senior
Protection Officer.
Furthermore,
UN Volunteers are required to:
- Strengthen their
knowledge and understanding of the concept of volunteerism by
reading relevant UNV and external publications and take active part
in UNV activities (for instance in events that mark International
Volunteer Day).
- Be acquainted
with and build on traditional and/or local forms of volunteerism in
the host country.
- Reflect on the
type and quality of voluntary action that they are undertaking,
including participation in ongoing reflection activities.
- Contribute
articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.
- Assist with the
UNV Buddy Programme for newly-arrived UN Volunteers.
- Promote or advise local
groups in the use of online volunteering, or encourage relevant
local individu-als and organizations to use the UNV Online
Volunteering service whenever technically possible.
Results/Expected
Output:
- Refugees
effectively assisted to enrol in suitable educational institutes and
strong relationships with various refugee communities established.
- The implementation of
existing UNHCR educational activities monitored regularly and
periodically.
- Timely responses to
queries from refugees, external agencies and other UNHCR units.

Competencies
|
|
- One year
relevant experience in refugee education, background knowledge in
relevant education sys-tems, knowledge of relevant curricula and an
understanding of the challenges facing refugees access-ing education
opportunities in Egypt.
- Knowledge of
relevant UNHCR policies and guidelines is desirable.

Required
Skills and Experience
|
|
- University
degree (Bachelor) in Education, Law, International Law, Political
Science, Social Science, or a related field.
- One year
relevant experience in refugee education, background knowledge in
relevant education sys-tems, knowledge of relevant curricula and an
understanding of the challenges facing refugees access-ing education
opportunities in Egypt
- Knowledge of
relevant UNHCR policies and guidelines is desirable.
- Fluency (both
oral and written) in English and Arabic is a must.
