ROLE PURPOSE: The Health Project Officer will play a lead role with Ministry of Health and stakeholders in coordinating, implementing, reporting and monitoring the project, under the health program with Save the Children International (SCI). S/he will have significant responsibility for delivery of timely results and for coordination with governmental, partner and community stakeholders to ensure a coherent project model is established on the ground.

SCOPE OF ROLE:
Reports to: Health Project Manager
Dimensions: Save the Children International works in 13 regions in Egypt with a current staff complement of approximately 250+ staff and current expenditure of approximately US $8 million each year.
Staff directly reporting to this post: Field based health team and Community Health Coordinator

KEY AREAS OF ACCOUNTABILITY:
Project Implementation
- Assess, monitor and evaluate capacity and performance of project implementation partner.
- Provide capacity building training and technical support to local partners to ensure quality implementation, monitoring and evaluation of project activities.
- Ensure that project activities are implemented in line with SCI’s policies and procedures, and adhere to donor requirements and guidelines.
- Analyze and use project/field data to improve project implementation strategies.
- Make regular field visits, and document such visits, to review field coordinators and support creation and strengthening of community-based structures and mechanisms needed for the process of social change, and to monitor project activities.
- Maintain direct contact with project team and target groups in project areas of operation.
- Ensure proper use of designated programme assets.
Clinical Supervision
- Ensure that the health service providers are following the FP/PAC guidelines
- Oversee and provide field monitoring of the implementation of FP services in PHC units and in the designated hospital
- Provide on-job training and technical support to the health service providers.
Reporting and documentation
- Regular reporting to the Health Project Manager with monthly field updates.
- Draft concise, useful and analytical reports, case studies, and other documents as needed on a monthly, quarterly and annual basis and as requested by SCI, donors and other stakeholders.
- Work with partners to improve quality of ability to monitor, document and convey information and successes.
- Participate in planning and developing future programming initiatives.
Budgeting
- Support in quality budget phasing, monitoring and utilization ,In coordination with the Health Manager, provide the needed support to ensure that project implementation with partners follow donor and SCI budget utilization guidelines.

QUALIFICATIONS AND EXPERIENCE
- Medicine or relevant university degree with a minimum of 3-5 years of successful experience in project implementation with a reputed organization or NGO.
- Clinical experience in gynecology/ obstetrics a plus.
- Previous knowledge of migration health is a plus.
- Proven knowledge and skills in gender and health project planning, implementation, monitoring and evaluation
- Good knowledge and familiarity of reporting mechanisms and styles
- Evidence of analytical understanding and a commitment to improving gender disparities.
- Good training and facilitation skills
- Strong government relations and networking skills
- Good knowledge of Child Safeguarding will be an added advantage
- Commitment to Save the Children International values
- Highly developed interpersonal and communication skills including influencing and negotiation
- Strong results orientation, with the ability to challenge existing mindsets
- Very good computer skills
- Report writing skills in English required
