BASIC FUNCTION OF POSITION
The incumbent provides security for USG facilities, employees, and family members by conducting security inspection of posts utilizing the "PORXI GUARD" Electronic Monitoring System and reports significant security-related events that occur during his/her shift. Drives an Embassy vehicle to patrol and conduct security inspections of USG facilities and residences. Provide emergency response service to mission employees and their dependents. Responds to security related incidents, including vehicle accidents and thefts.
Failure to submit the above indicated documents will result in the applicant being excluded from the selection process.
DEFINITIONS
Eligible Family Member (EFM): An EFM for employment purposes is an individual who meets all of the following criteria:

• U.S. Citizen or not a U.S. Citizen; and
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610); or
• Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support; or

• Child of the sponsoring employee who is unmarried and at least 18 years old; and
• Listed on the travel orders or approved Form OF-126 of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad or, as appropriate, at an office of the American Institute in Taiwan (AIT); and
• Is under chief of mission authority; and
• Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, at an office of the American Institute in Taiwan; and
• Does NOT currently receive a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service.

Member of Household (MOH): An individual who accompanies or joins a sponsoring employee, i.e., sponsor is a direct hire employee under Chief of Mission authority, either Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan. A MOH is an individual who meets the following criteria:

(1) Not an EFM and therefore not on the travel orders or approved through form OF-126 Foreign Service Residence and Dependency Report of the sponsoring employee; and
(2) Officially declared by the sponsoring U.S. Government employee to the Chief of Mission (COM) as part of his or her household and approved by the COM; and
(3) Is a parent, grandparent, grandchild, unmarried partner, adult child, foreign born child in the process of being adopted, father, mother, brother, sister, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half-brother, or half-sister who falls outside the Department’s current definition of Eligible Family Member 14 FAM 511.3. A MOH may or may not be a U.S. Citizen.

Not Ordinarily Resident (NOR) – An individual who meets the following criteria:

• An EFM, USEFM or AEFM of a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed abroad, or as appropriate, at an office of the American Institute in Taiwan; or
• Has diplomatic privileges and immunities; and
• Is eligible for compensation under the FS or GS salary schedule; and
• Has a U.S. Social Security Number (SSN); and
• Is not a citizen of the host country; and
• Does not ordinarily reside in the host country; and
• Is not subject to host country employment and tax laws.

Ordinarily Resident (OR) – An individual who meets the following criteria:

• A citizen of the host country; or
• A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or
• Is subject to host country employment and tax laws.

Required Skills and Experience
Education:

Experience:

1. Duties
1. Responsible for coordination and the execution of the administrative operations of the Minister’s Office
2. Responsible for handling the agenda of the Minister
3. Prepare reports for and provide advice on all administrative questions. Make recommendations on improving working procedures in the sector.

5. Respond to queries from the Minister’s Office. Coordinate with different units to provide elements of response to queries.
6. Ensure all administrative arrangements to organise meetings and conferences.

Accountant
I.                    Project Title: Strengthening Institutional and Human Resources Capacities of The Ministry of Social Solidarity (MoSS)

Background:
The project aims to strengthen MoSS capacity to better deliver social protection services to the poor, women and the disabled. This objective will be achieved by undertaking activities as follows:
(a) Establish a MoSS technical unit to strengthen the Ministry’s capacities to integrate and coordinate social policies within MoSS and across other ministries and to formulate and analyze relevant information.
(b) Provide institutional support by strengthening the existing or newly established units at MoSSto enhance service delivery and support MoSS in the following functions: CSR and volunteerism, handling complaints, M&E, external and internal communication, , gender mainstreaming, NGO management and support;
(c) Enhance the capacity of Ministry staff and social workers on social protection and pro-poor programs, and policies to modernize Management Information Systems for better delivery of social services; and;
(d) Reform and upgrade MoSS capacity to provide social services to people living with disabilities.

Responsibilities:
The Accountant will serve on a full time basis and will be committed to the day to day financial work of the project. The accountant will report directly to the National Project Director (NPD). His/her role and responsibilities are given hereunder.  
Assist the NPD in matters related to financial functions of the project
·  Prepare Quarterly expenditure plans based on approved budget·  Prepare financial reports of the project and report to the National Project Director.
· 2  Assess the budget heads and ensure its expenditure is as per the approved annual/quarterly
· work plans;  Prepare and submit periodic financial reports
·  Review Combined Delivery Report (CDR) for submission and necessary
· certification  Manage annual audit exercise, prepare audit follow-up action plans, and ensure that the action
· plan is implemented  Prepare the plan of expenditure and assist NPD
·  Inspect, supervise and monitor the project account and financial management as per the work
· plan and guidelines of the project  Maintains appropriate inventory list of the project assets and goods and prepare the
· corresponding follow up reports  Monitor and record all project expenditures
·  Prepares and follow up on payments and other expenditures, including payment request with
· UNDP and other entities  Handle day to day petty cash
·  Preparation of budget revisions
·  Maintain proper financial records and files
·  Prepare financial advance requests
·  Responsible for the procurement process and ensuring that is in accordance with UNDP rules
· and regulations  Respects, maintains and ensures that UNDP rules and regulations are implemented with
· relevance to the activities as well as policies and procedures of the execution modality.  Any other financial duties.

Qualifications and Competencies:  
University degree in Business Administration, Accounting, Finance, Social Sciences or
related disciplines with at least 3 years of relevant experience.  
Fluency in English (spoken and written)
 Experience in the usage of computers and office software packages (MS Word, Excel, etc)
 Good communication skills.
 3  Experience working with the UN or other international organizations would be an added
advantage  Knowledge of and familiarity with UNDP projects would be an added advantage
