The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 138 Members (137  States and the European Union) that acceded to its Statute, and 33 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.
To support the transition to a future essentially based on renewable energy and to ensure that renewable energy grows rapidly in the national energy mix in all countries, IRENA will facilitate an understanding on what enabling conditions are needed, which impediments must be removed and what cluster of measures responds best in a specific country situation. Accordingly, the main objective of IRENA’s capacity building sub-programme is to enhance the ability of IRENA Member countries to formulate long-term capacity building responses integrated into national policies and processes and to facilitate access to education and training. While IRENA’s focus as an inter-governmental institution is on governments, at the same time its services are inclusive and, considering the significance of the private sector in arranging the shift in the global energy systems, will seek to assist immediate demands on the Renewable Energy skills market with a focus on developing countries. Enhanced access and impact of existing education and training provisions, as well as possibilities of incentivising further possibilities will be addressed.
Under the overall guidance of the Director, Country Support and Partnerships, and the immediate supervision of the Senior Programme Officer, the Programme Officer - Capacity Building will, inter alia,:
  • Provide technical assistance in implementing tools for enhanced education and training in the renewable energy sector, and supports cooperation and exchange among relevant stakeholders;
  • Assist in the design and implementation of activities, aimed at providing data on education and training, curricula, teaching materials, and e-learning tools, and facilitating networking;
  • Disseminate information on IRENA’s capacity building tools and activities;
  • Assist in the identification of opportunities for cooperation on capacity building, including at the regional level and maintain links with relevant partner organisations, including scientific, education and training institutions active in the field of renewable energy;
  • Ensure close links with the other IRENA divisions to identify synergies and interventions in line with priorities identified by countries;
  • Support the planning and coordination of Work Programme of the Division and contribute to its successful implementation;
  • Assist in the preparation of various written outputs as background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Perform other duties, as required.

Qualifications
Education: Advanced University degree (Master Degree or equivalent) in the field of economics, energy, environment, social sciences and/or any other relevant field. Adequate competencies in the field of renewable energy, policy analysis are desirable. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. 
Experience: A minimum of five years of progressively responsible experience in capacity building programme development, some of which should be at the international level, and preferably in Africa. Experience in design and implementation of education and training tools. Experience in international cooperation and knowledge of development processes as well as experience in dealing with multilateral agencies and forums. Specific experience in renewable energy sector is also highly desirable. Experience of building focused networks, preferably within the context of an international organization.
Languages: Excellent command of both written and spoken English is required. Knowledge of other languages is desirable.

(2) Post adjustment multiplier for Abu Dhabi currently 70.2% of the Annual Net Salary; determined by the International Civil Service Commission (ICSC) and subject to change.
(3) The amounts for the following benefits are only indicative and subject to periodic adjustments: Dependency allowance (US$2,929 per dependent child p.a), non-removal allowance, if applicable (US$2,150 with dependents, US$1,620 without dependents p.a), medical insurance for staff members and dependents, Rental subsidy (currently 45% of the annual rent up to a maximum ceiling of AED 160,000 p.a), Provident Fund, and other entitlements as applicable.
