IRENA is an inter-governmental organization, mandated by governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy.
The Division of Administration and Management Services is responsible for providing the Secretariat with an efficient support in managing its human and financial resource and ensures effective and timely delivery of Human Resources, Information Technology, Procurement, Financial, Travel and General Services.
Under the supervision of the Chief of Human Resources, and within delegated authority, the Consultant will be responsible for the following duties:
  • Drafts, designs, and conducts a training needs assessment, plans the implementation of a training plan for IRENA’s personnel based on priorities identified in the needs assessment;
  • In close coordination and consultation with staff, designs and manages the induction package for new comers; provides the support for on-boarding from the time of selection to arrival in line with the support required and drafts a structured plan/process to assist new comers and families to the duty station;
  • Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Agency and reviews existing documents/assessments. Provides training to relevant staff, identifies internal and external opportunities for training in an effort to maximize on available resources;
  • Drafts and revises the induction booklets for Abu Dhabi Office in coordination with relevant colleagues and ensures a consistent approach and delivery when planning;
  • Coordinates with the Protocol/Liaison Officer, the relevant training and information booklet in order to assist new comers;
  • Drafts, reviews and designs any other relevant documents in support of HR processes and other HR-related training including the understanding and using the performance appraisal system; entitlements and benefits; ERP, Budget, HR processes (consultants, recruitment, etc.), as well as any other relevant ones as identified through the training needs assessment.
Qualifications
Education: Advanced university degree (Master's) in Human Resource Learning and Development, Adult Education, Information and Knowledge, Organizational Development or a directly-related technical field(s) is required. Accredited professional certification in managing the learning function, instructional design, training and facilitation is desirable. Certification in performance and career planning, self-assessment tools such as the Myers-Briggs Type Indicator (MBTI), Belbin and/or DiSC is highly desirable.
Experience: A minimum of five (5) years of relevant experience, at the national and international levels, in staff development, training and learning, preferably in an information management or directly-related setting, is required. Three (3) years of work experience in developing, implementing, delivering and evaluating training programmes; including demonstrated experience in instructional design methodologies, facilitation, and online distance learning formats is considered highly desirable.
  • Previous experience in performance and career coaching and in the administration and interpretation of self-assessment tools is highly desirable.
  • Previous hands-on experience in writing, design and production of publications, learning materials and/or training documentation is considered an asset.
  • Knowledge of current theories and best practices in learning and development and change management is highly desirable.
  • Demonstrated knowledge of instructional design is highly desirable
  • Highly developed facilitation and presentation skills are highly desirable
  • Prior experience in writing and designing publications and information resources is highly desirable.
Language: Excellent command of English (written and verbal) is required. Knowledge of an additional language is considered an asset.
